Rajasthan Budget 2023-24 Key Highlights and Important Points:

During Rajasthan Budget 2023- 24 CM Ashok Gehlot announced that free rations and Chief Ministers Free Annapurna Food Packets for families which are registered under NFSA (National Food Safety Act) will be distributed. These food packets will contain 1 Kg each of lentil, sugar, and salt along with spices and one litre of edible oil. For this, the state government has allocated around INR 3000 crore.

Around 76 lakh families that are registered under BPL and PM Ujjwala Yojana will receive LPG gas cylinders for rupees 500. For this purpose, the state government has allocated INR 1500 Crore.

Families which are using up to 100 units of electricity each month won’t have to pay electricity bills. Chief Minister has stated that the government is aiming to provide free electricity in a step-by-step manner of up to 300 units each month for domestic users in the future.

Combining all these benefits the government has announced a 19,000 crore rupees inflation relief package to the people of the state.

Youth Development & Welfare Under Rajasthan Budget 2023-24:

Schemes For "Youth Development & Welfare" Under Rajasthan Budget 2023-24:

A. The state government has stated that for the overall development of the state's youth, there is a need for a new youth policy, to achieve this purpose. To achieve this purpose, a Youth Development and Welfare Fund of 500 crore rupees will be established.
 
  • Rupees 200 crores will be spent on skill development, skill training, and employment-oriented resources.
  • 100 crore rupees will be spent on the overall personality development
  • And rupees 200 crores will be spent on student scholarships, education, and related resources.
B. To stop competitive exam question paper leaks a Special Task Force (STF) will be established.

C. For the reinforcement and modernization of the Rajasthan Public Service Commission (RPSC) and Rajasthan Staff Selection Board (RSSB) INR 50 Crores has been allocated.

To make government recruitment examinations smooth and transparent, Online Examination Centres will be developed at each district headquarters. To achieve this purpose Rajasthan State Government is going to spend INR 250 Crores.

Government recruitment examinations will use biometric identification for candidates. It is the same for selected candidates as well.

A new "One Time Registration" process will be brought into the state for the government recruitment examinations. Using this process candidates will have to pay registration fees only once. After that, they will be able to apply for any government recruitment examinations for free. For this purpose, the state government has allotted 200 crore rupees.


D. In the coming years, more than 100 Mega Job Fairs will be organized so that the youth of the state can get job opportunities in the private sector too. Along with this campus placement in colleges will also be started.

E. Given the anticipated success of the "Mukhya Mantri Anuprati Coaching Yojana", it has been declared that the aim of assisting 5,000 students through this plan would be increased to 30 thousand students in the future year.

F. "Nehru Youth Transit Hostel and Facilitation Centre" is being built in Delhi to provide residential facilities to the students for the preparation of competitive examinations. On the same note, it has now been announced to build 'Vivekananda Youth Hostels' with 100-100 residential capacity at the cost of Rs 75 crore at all district headquarters in Rajasthan.

G. According to the last budget, the work of setting up the "Savitri Bai Phule Reading Room (Library)" at each district headquarters was started to provide facilities for the preparation and study of competitive examinations to the youth. Along the lines of the same, it has now been proposed to set up the "Savitri Bai Phule Reading Room" along with a "Digital Library" at all "Block Headquarters".

H. The "Chief Minister's Youth Enterprise Promotion Scheme" will allow youth to get the benefits of the "Chief Minister's Small Industry Promotion Scheme", along with margin money of 10% and 15% to Rs 5 lakhs for male and female entrepreneurs, respectively. 5 thousand young entrepreneurs will be benefited from this. An expenditure of about Rs 100 crore is estimated for this scheme.

I. The Rajasthan government will start the “Vishwakarma Kamgar Kalyan Yojana” to promote self-employment among low-income women, workers, and various disadvantaged groups, such as handicrafts, hair and clay artisans, and nomads. Under this scheme, the government has targeted to benefit 5 lakh youths. In this scheme, a provision has been made to give a grant of 5-5 thousand on the purchase of necessary kit/equipment-sewing machine.

J. With the aim of promoting scientific thinking and scientific temper among the youth of Rajasthan-

 
  • Apart from developing Science Parks and Centres in Jaipur, Jodhpur, and Udaipur, new galleries will be started on subjects like IT, Nuclear Energy, Mineral-Wealth, Forest and Environment, etc., on which Rs 30 crore will be spent.
  • Planetariums will be constructed in Jodhpur, Kota, and Udaipur at a cost of about Rs 10 crore each.
K. To provide world-class education facilities to the youth of Rajasthan, the state government is setting up RCAT (Rajasthan Centre of Advanced Technology), Rajiv Gandhi Digital Fintech University cum Institute, Rajasthan Institute of Advanced Learning, Institute of Tropical Diseases and Virology and Mahatma Gandhi Institute of Governance and Social Sciences.

The State Government has announced in the budget 2023-24 that in the state's capital Jaipur "A P J Abdul Kalam Institute of Bio Technology" will be established. This Institute will help the students in High end Research and Development and Certification Courses in the field of Health/ Pharmacy, Agriculture, and Bio Informatics. To achieve this goal state government of Rajasthan will spend Rs 300 crores.

A "Bio Technology Policy - 2023"will be enacted in view of the possibilities of employment and investment in the field of Bio Diversity and Bio Technology.


L. Amid the ongoing trend of Drones, and future possibilities in the field of Civil Aviation State Government has decided to open "Rajiv Gandhi Aviation University" in Jaipur. This University will offer courses like - Aircraft Maintenance Engineering (AME), Aviation Management Course, Flight Attendants, Simulator Training, and Drone related courses. To fulfill this purpose state government has allocated a budget of 350 crores.  

M. In view of the immense possibilities in the field of minerals and petroleum in the state, a "Mining University" will be established in Rajasthan with the help of RSMML and ILD Skill University will be renamed Vishwakarma Skill University.

N. Government Colleges and Government Girls' Colleges will be opened at different places in Rajasthan to make higher education accessible to the youth of the state.

O. Number of students under the "Rajiv Gandhi Scholarship for Academic Excellence Scheme" has been increased from 200 to 500.

P. In the Co-Ed Polytechnic Colleges Non-Engineering branches will be started at Alwar, Banswara, Baanra, Barmer, Bhilwara, Bundi, Chittorgarh, Churu, Dausa, Dholpur, Dungarpur, Hanumangarh, Jaisalmer, Jalore, Jhalawar, Jhunjhunu, Karauli, Nagaur, Pali, Pratapgarh, Rajsamand, Sikar, Sirohi, Sriganganagar, Sawai Madhopur, and Tonk.


Q. New ITI's will be opened along with various trades in the already existing ITI"s will be started in various places in the state. 

R. As per the requirement in the state's Higher and Technical Educational Institutes will have classrooms, a library, ICT Lab will be built, and repair and maintenance will be done. For this purpose, the state government will spend 140 crores.

S. Number of Scooty for girls has been increased from 20 thousand to 30 thousand under "Kalibai Bheel and Devnarayan Schemes". Electric scooters may be given to the girls.

Girls who are pursuing higher education will get a traveling allowance under the "Transport Voucher Scheme" by the state government. This scheme is applicable for up to 75 KM of travel.


T. State government will implement the "Rajasthan Talent Search Exam (RTSE) Scholarship" scheme from these 10 thousand Intelligent students will be benefitted.

U. Up to class 8 students will be given free uniforms in session 2024-25. For this state government will spend 560 crores.

100 New Primary schools will be opened, 300 schools will be upgraded, and in 300 schools new subjects will be started. In schools, Computer Science will be offered as an optional subject to the students.

At least one Higher Secondary school will be established on each block in the entire state which will offer the facility of all four streams - Arts, Commerce, Science, and Agriculture to the students.


V. 1000 new Mahatma Gandhi English Medium schools will be opened next year. Also, if in a school where more than 200 students demand education in English medium then there on a priority basis English Medium Wing will be started.

Across Rajasthan for both girls and boys Hostels and Residential Schools will be opened.

To encourage and protect Vaidik Culture in State "Ved School" in 19 districts will be opened.


W. For Rajiv Gandhi Rural and Urban Olympics Sports state government will spend Rs 150 crores.

Salim Durrani Residential Sports School will be built at each Divisional headquarter of the state and for this, state government will spend Rs 105 crore.

X.
National Youth Award winner and NSS, NCC & Scout Guides winner who has won the first prize at various national level cultural competitions will now be able to travel free in state's roadways buses.

Rajiv Gandhi National Youth Exchange Programme will be introduced. In this programme 10 thousand youth will get exposure visit to the North-East states as well as other parts of the country. Every year state level and district-level "Youth Festival" will be organized. For this state government of Rajasthan will spend 75 Crores.
